Council approves signing of MOA for Presidential Employment Programme: CBD Regeneration Project

On Thursday, 24 August 2023, Council approved the signing of a Memorandum of Agreement between the City’s Economic Growth Directorate’s Enterprise and Investment Department with Khulisa Social Solutions for Presidential Employment Programme (PEP): CBD Regeneration Project funding for the 2023/2024 financial year.
The Economic Growth Directorate's management of the PEP: CBD Regeneration Project occurred in July 2022. It is funded by the National Treasury and has assisted hundreds of homeless people in Cape Town.
This forms part of the City's Inclusive Economic Growth Strategy (IEGS) to address long-term challenges that impact economic growth, inequality and job creation.
'The PEP: CBD Regeneration Project shows its ability to conduct short-term employment creation programmes at scale within existing partnerships and respond quickly to the potential for employment opportunities for homeless persons.
'It achieved significant progress over the past two financial years. In the 2021/2022 financial year, 667 temporary jobs were created while 88 people were employed after the programme ended and in the 2022/2023 financial year, 638 temporary jobs were created and 25 people were employed after the programme ended,' said the City's Mayoral Committee Committee Member for Economic Growth, Alderman James Vos.
Work opportunities include:
- Street cleaning, litter picking, and sweeping.
- Watering trees, planting flower beds, and gardening.
- Cleaning and watering parks.
- Retail assistance and laundry services
- Car guards and parking attendants.
- Window washing businesses.
- Bin services for businesses.
- Safety monitors patrolling streets.
The project is currently active in the following areas:
- CBD, Foreshore, Green Point, Sea Point, Camps Bay and Vredehoek.
- Observatory, Woodstock and Parow.
- Bellville, Durbanville and Kuils River
- Muizenberg, Kenilworth, Philippi and Strand.
'This programme is focused on addressing and reducing homelessness within the city by providing temporary employment, development programmes and rehabilitation opportunities. These employment opportunities have been structured to positively impact homeless households by increasing their income to improve their socio-economic conditions and overall well-being,' said Alderman Vos.
